Project Management Measures of “Student Research Training Program” in Chongqing University (Revised)

“Student Research Training Program” (SRTP) is an important part of the university's innovative talent training system, and also an important initiative to promote undergraduate innovation and entrepreneurship education. In order to ensure the smooth implementation of SRTP project and standardize its management, these measures are hereby formulated.

Chapter I General Provisions

Article 1 The main purpose of SRTP project is to cultivate undergraduate students' rigorous scientific attitude, innovation consciousness and teamwork spirit, and to improve students' scientific research ability and comprehensive practical ability. Under the guidance of teachers, students will independently conduct research and exploration, understand and master the basic methods and means of scientific research.

Article 2 Students participating in the project are driven by their interests and guided by their tutors, complete the process of project establishment, feasibility analysis and demonstration, design of experiments, results analysis and comparison, and writing research reports; students are required to manage the project independently during the execution of the project.

Chapter II Organization

Article 3 The Academic Affairs Office is the functional management department of SRTP project, which is mainly responsible for formulating relevant rules and regulations, implementing funds, and organizing the college to carry out project evaluation, mid-term inspection, final acceptance and experience exchange, etc.

Article 4 The college establishes the organization and implementation organization of the scientific research training program for undergraduate students, and is responsible for the daily work of the SRTP project in the college under the leadership of the vice president in charge. The daily works include the formulation of the implementation rules of the SRTP project in the college, the organization of the declaration, evaluation, inspection, acceptance, summary of the results and the management of the use of funds of the innovative projects, and the establishment of the expert group, which is responsible for guiding the students in the selection of topics, the selection of teachers, the evaluation of projects, the progress inspection, the examination of results and the closing of the project. It also establishes a team of experts to guide students in project selection, faculty selection, project evaluation, project review, progress check, grade review and final acceptance.

Chapter III Requirements to participating students and the principles of the project’s establishment

Article 5 Requirements to students

Students participating in the SRTP project should fullfill the following conditions.

(1) They have the ability to study with a GPA score ≥ 2, the average number of repeated courses in the academic year no more than one, a strong interest in SRTP, and the ability to guarantee the time and energy required to participate in the whole process of SRTP project.

(2) Students who do not meet condition (1), but have some special skills, can participate in the application after being reviewed and approved by the college.

(3) Students in years 1-3 (years 1-4 for 5-year undergraduates) are encouraged to form teams across departments and disciplines, during the project’s period.

Article 6 Students who have already participated in SRTP projects cannot apply again.

Article 7: Principles of SRTP Project Establishment

(1) Principle of feasibility: The topics should be selected based on the practical ability of undergraduates, with full consideration the knowledge structure, basic theories, professional knowledge and comprehensive application of knowledge in the lower grades of undergraduates, with emphasis on the cultivation of basic scientific research methods, abilities and scientific literacy. The project selection should make full use of the teaching and research resources of the university and college experimental centers, enterprise resources, teachers' existing research conditions and other resources of the college. The implementation period of the project is generally no more than one year, and can be completed within the scope of funds.

(2) Innovative principle: taking students' interests as the starting point, the project content includes research hotspots in various disciplines, new technologies, new techniques, new methods and social hotspots at home and abroad, so as to let students understand the frontier of discipline development, broaden their horizons and cultivate their innovative consciousness.

(3) Principle of practicality: to guide students to concern on the demanding information of society, actively raise questions, acquire knowledge participate in practice, fully mobilize students' learning initiative and cultivate their practical ability.

Chapter IV Project Application, Evaluation and Establishment

Article 8 Application procedures

(1) Students form a project team, with not more than three members. According to the application requirements, the project team will draft the project, prepare relevant materials and fill in the “Application of Student Research Training Program of Chongqing University”. Project team members can only apply or participate in one SRTP project at the same time.

(2) Specify the project supervisor. The supervisor can be contacted by the students of the project team or appointed by the college. In principle, each faculty member can only be responsible for supervising two projects per session. The number of projects that each faculty member is responsible for and involved in supervising at the same time should not exceed four. Each project can be supervised by no more than 2 teachers. After completing the application form under the guidance of the supervisors, the project team should officially apply to the college where the project leader is located.

(3) The college organizes experts to review the students' qualifications, project content and supervisors.

Article 9 The college shall organize experts to evaluate the scientific nature, the advanced nature and significant of the projects in the form of public project defense and determine the list of projects to be established, in accordance with the quota allocated by the university. The proposed projects should be well justified, practical and feasible, with reasonable budget, and the undertaker has the disciplinary knowledge and ability to complete the task as planned.

Article 10 After determining the list of projects to be established, the college will report the results to the university. The projects will be formally established after approval by the university. The university will not organize the second turn of project review.

Chapter V Project Implementation and Management

Article 11 The SRTP project implements the project leader system. The project leader is the student who is fully responsible for all the work of the project, including assigning the tasks of the researchers involved in the project according to the research content, clarifying the responsibilities of the project team, and fund managment.

Article 12 The colleges shall formulate corresponding implementation rules according to the management methods of the university, combining the discipline characteristics with management mode of the college, and submit them to the Academic Affairs Office for the record.

Article 13 In the process of the project, students participating the project independently complete the design of experiments, organization and implementation, and independent write the report.

Article 14 Supervisors should play an active role in guiding the implementation of the project, reviewing the funding and expenses, examining the materials for concluding questions and evaluation of students’ achievements.

Article 15 The colleges shall timely track and inspect the implementation of the project,  supervise and urge the progress of the project. If the project is not carried out for no reason, the person in charge or the research project is changed without approval, or the project is not implemented effectively, the project may be warned or terminated depending on the seriousness of the case.

Article 16 All projects must carry out mid-term inspection. According to the schedule of the university, the project team submits the “Mid-term Inspection Report of Student Research Training Program of Chongqing University” to the college on time, elaborating the implementation of the plan, the progress of work, the use of project funds, etc. The college organizes experts to check the progress of the project, finds problems, timely coordinates to solve them, and report the summary of the mid-term inspection to the Academic Affairs Office.

Article 17 University will select some students to carry out the mid-term defense to check the implementation of the project.

Chapter VI Final acceptance

Article 18 Colleges shall organize the project team to finish the concluding acceptance according to the schedule of university.

Article 19 At the end of the project, students must submit the conclusion materials to the college. The conclusion materials include the conclusion report, achievement materials (research report or survey report, thesis, physical devices (including photos), software, patent application materials and others), etc. The supervisor makes a preliminary evaluation on the student's performance based on the student's participation and project completion.

Article 20 The college collects the project conclusion materials and organizes experts to conduct acceptance review, defense and performance evaluation on the project. A five-point grade scoring system is adopted in the performance evaluation, namely, excellent, good, medium, qualified and unqualified. In principle, the proportion of excellent projects does not exceed 10%. The college will summarize the evaluation situation and send it to the Academic Affairs Office together with the conclusion materials recommended as excellent projects. The Academic Affairs Office will organize experts to review and evaluate the excellent projects, and finally determine the list of outstanding projects after expert evaluation.

Article 21 University will organize experts to attend or participate in the final acceptance of some colleges projects, and review the evaluation results of each college and spot check some projects.

Chapter VII Awards

Article 22 After the students complete the projects and pass the acceptance, the corresponding second classroom credits or innovative practice credits shall be recognized in accordance with the relevant regulations of the university, but they shall not be counted repeatedly.

Article 23 The university issues “Student Research Training Program Certificate of Chongqing University” to students who participate in and complete the project, and other rewards refer to the relevant regulations of the university.

Article 24 For teachers who supervise students to carry out SRTP projects and complete the project, the university will calculate the workload according to the scores of the project development.

Article 25 For teachers who supervise the SRTP projects with final score of “excellent”, the university will calculate the workload according to the relevant methods.

Chapter VIII Project Funding and Management

Article 26 The university establishes special funds for SRTP, and allocates the project funds to the college in accordance with the quota allocated by the university. After the project is declared and approved by each college, the university will allocate the project funds to the college at one time to review and use. The project funds shall be used exclusively on SRTP projects.

Article 27 The amount of funding for SRTP projects depends on the classification of disciplines. The scope of funding is generally 1000-2000 RMB per project, and the specific amount is subject to the funding amount officially released by the Academic Affairs Office. The use of funds must be based on the principles of overall planning, rational use and strict economy, without the compensation of overspending.

Article 28 For projects with good research results and further in-depth research value, you may apply for additional funding after the mid-term evaluation. However, the number of projects applying for additional funding shall not exceed 20% of the number of projects established by the college during the same period, and the maximum funding shall not exceed 10,000 RMB per project.

Article 29 For projects that the university determines to be terminated or withdrawn, the project funding will be stopped and the remaining funds will be recovered, and the university reserves the right to recover the used funds.

Article 30 For the scope of the fund use and the reimbursement procedures, please refer to the “Project Management Measures of Student Research Training Program in Chongqing University”.

Article 31 Project funds must be reimbursed within three months after the completion of the project. If they are not reimbursed in time, the university will withdraw the remaining funds.

Article 32 The colleges shall make a final accounts of the SRTP project funds every year, and submit the final accounts to the Academic Affairs Office for verification.

Chapter Ⅸ Changes and Termination of Projects

Article 33 Once a project is established, it will not be changed in principle except for special reasons. Those who apply for project change can apply to the college for project change within six months after the approval of the supervisor, without changing the main research content of the original project. The college will organize experts to evaluate the project for change. If the changed project meets the requirements of Student Research Training Program in Chongqing University, the new program can be implemented after the expert group's approval. The acceptance time of the changed project can be postponed appropriately, generally not more than six months.

Article 34 The university will terminate the project if the project applied for change fails to meet the requirements of Student Research Training Program in Chongqing University after the expert review.

Article 35 The school will terminate the operation of the project if the project is fraud or has no obvious progress in the process of implementation.

Article 36 For projects that have passed the mid-term examination and achieved good results, the university encourages them to further investigation and expand the research content and depth. The project team can apply to the university for upgrading the project to a municipal or national undergraduate innovation training project.

Article 37 If students of other SRTP project groups want to participate in national or municipal undergraduates' innovation and entrepreneurship training projects, the college shall evaluate the implementation of their SRTP projects. They can participate in the application after the college agrees. If the national or municipal undergraduates' innovation training projects are successful, the SRTP projects must be completed within one year, without extension. Otherwise, the qualification of the national or municipal undergraduates' innovation and entrepreneurship training projects will be cancelled.

Article 38 If the SRTP project is upgraded to a municipal or national undergraduates’ innovation training project after evaluation, the SRTP project will be automatically terminated.

Article 39 Students who quit or terminate the project halfway (excluding the SRTP project team members who are automatically terminated due to upgrading to national or municipal undergraduates’ innovation training projects) cannot get the corresponding SRTP project awards and will not participate in any innovation practice projects (including national, provincial and  university level). The university will inform the whole university of the termination of the project.

Chapter Ⅹ Others

Article 40 The organization and implementation of SRTP projects of colleges will be included in the annual evaluation of colleges by the university. For colleges whose projects are terminated without completion, the university will reduce the number of funding for the next phase according to the number of postponed or terminated projects; for colleges with better project organization, the university will reward them on the number of projects to be established in the next phse.

Article 41 The intellectual property rights and patents resulted from the project are owned by Chongqing University. The published paper must include the students of the project team as the first two authors. The paper must acknowledge “Students Research Training Program of Chongqing University (Project No.: ****)”.

Article 42 The university encourages the transformation of project achievements, such as patents, into industrial applications.

Chapter Ⅺ Supplementary Provisions

Article 43 These Measures shall be interpreted by the Academic Affairs Office.

Article 44 The management measures will be implemented as of the date of promulgation, and the original management measures “Project Management Measures of Chongqing University Student Research Training Program” (Major University Education [2016] No. 46) shall be abolished at the same time.
