Administrative Measures for Sponsoring Students to Study and Exchange Abroad

In order to serve the "double first-class" construction of the college, cultivate innovative international talents, support and encourage students to go abroad for study and exchange, the measurements are hereby formulated.


I. Application requirements

1. Applicants should be full-time undergraduate or graduate students (including international postgraduates) in College of Materials Science and Engineering, Chongqing University.

2. Applicants shall participate in various long- and short-term overseas study and exchange programs organized and implemented by the university, including winter/summer study, training or internship programs, exchange/visiting study, double degree, joint training programs, joint research and academic conferences.

3. Each applicant can apply for financial assistance at most once per year.


II. Funding Criteria

1. Undergraduate students: full financial support.

2. Graduate students: For each supervisor per year, the first overseas graduate student is fully funded by the college, the second overseas graduate student is half funded by the college, and the other overseas graduate students are fully funded by the supervisor.

3. Undergraduate and graduate students who have already received financial support from the university, the college will not subsidize them again.

4. Priority will be given to those who study abroad for more than 3 months.


III. Application and Approval Procedures

1. After receiving the approval letter for the overseas exchange program, the applicant should fill out the "Application Form for the Overseas Study and Exchange Program of College of Materials Science and Engineering (Annex I)", which shall be  submitted to the college after being approved by the supervisor and counselor and reviewed by the head of the department or center.

2.The College reviews and evaluates the applications and determines whether the funding is funded and the funding criteria.

3. After the completion of the overseas exchange program, the applicant shall submit a summary report and other related materials to the college within 2 weeks after returning home.

4. After the relevant materials have been approved by the College, they will be reimbursed according to the funding criteria and amount.

5. The examination and approval of the funded students shall be carried out in accordance with the "Selection Measures for Students to Study Abroad in College of Materials Science and Engineering" (see Annex II).


IV. Use and Management of Funds

The college approves the funding amount in written forms after determining the amount of funding, and reimburses the students within one month after their return home from the exchange. The use of the funding should be strictly abide by the relevant financial system of the state and the university, based on the principle of "special funds for special use", and do a good job in the file retention related to the work.


V. Other Requirements

1. The sponsored students should abide by the foreign affairs discipline of the country, safeguard national security, keep state secrets and return home on time.

2. The supervisors should do a good job in educating students' minds, be responsible for recommending and carefully selecting students with a high sense of commitment and responsibility and good academic potential to go abroad for exchange. For those supervisors who have not recommended PhD students to go abroad for exchange study for two consecutive years, the college will give restrictions in the allocation of enrollment quota.

3. In principle, full-time doctoral students enrolled in 2018 and later will go abroad for study or exchange at least once during their study. Master students and undergraduates are encouraged to participate in exchange abroad during their study.


VI. Supplementary Provisons

1. The administrative measures shall take effect as of now.

2. The College of Materials Science and Engineering is responsible for the interpretation of the measures.

Annex

Selection Method for Students of School of Materials Science and Engineering to Study Abroad on Exchange

I. Applicable students

Full-time doctoral students, master students and undergraduate students


II. Basic conditions

1. Good in political and ideological quality, love the motherland, with good moral character, no violation of law and discipline.

2. Excellent in academic performance, forefront in the overall professional ranking;

3. Good in English, with a CET-4 score of >425 for undergraduates; CET-6 score of >425 for postgraduates; or equivalent scores in other foreign language examinations, such as GRE, IELTS, TOLEF, etc.

4. Be physically and mentally healthy, with good self-care ability, and able to successfully complete overseas study tasks.


III. Selection Procedures

1. The selection shall be made by means of "individual application, college evaluation (university audit)", and the selection shall follow the principle of "justice, fairness, and public".

2. Applicants should submit the following application materials to the undergraduate or graduate teaching office

a. Copy of ID card

b. Transcripts and research achievements

c. Copies of award certificates (education background)

d. Application for study and exchange abroad

3. Foreign language proficiency interview for those who pass the preliminary selection procedures.

4. The final selection score consists of 2 parts: comprehensive assessment score and foreign language interview score.

5. The selected students will receive the corresponding financial support from the university and the college.

6. Students who do not receive financial support from the college can also apply for the exchange program at their own expense.


IV. Financial support, training and management of dispatched students

1. The college will provide financial support to students who are approved to go abroad for exchange study, and the amount of financial support will be determined according to the college's audit standard.

2. During the exchange study period, students must abide by the laws and customs of China and the local countries as well as the regulations of the university, and obey the unified command of the leading teacher when there is a leading teacher.

3. Students should report back to school at the time required by the school after completing their exchange study.

4. If the dispatched students violate the discipline during the exchange study, they will be dealt with according to the student management regulations of Chongqing University and other relevant regulations.
