Measures to Improve the Teaching Quality of Undergraduate in College of Materials Science and Engineering

In order to implement the spirit and requirements of the relevant documents of the Ministry of Education and the university, effectively strengthen the undergraduate teaching work of our college and constantly improve the teaching quality, this measure is hereby formulated.

I. Firmly establish the concept that teaching quality is the lifeline of universities

1. Change mindset. Strengthen the undergraduate teaching work effectively. It is necessary for the leaders and staff at all levels to establish that the fundamental task of higher education is to cultivate talents, that teaching is always the central work of the college, that undergraduate teaching is the foundation, that teaching reform is the core of all reforms of the school, and that the concept of talent training quality is the lifeline of higher education.

2. As the first person responsible for teaching quality, the head of the party and administration of the college should personally grasp teaching quality. The party and government leaders of the college arrange at least three special meetings on teaching work every semester to study the policies and measures of teaching work. The joint meeting of the party and administration of the college shall give priority to the discussion and research on the issues related to teaching work. The leaders of each department and institute, as the first responsible person for the teaching quality of their units, should regard teaching as their main daily work and arrange at least five special meetings on teaching work every semester. The dean in charge of teaching and the leaders of the departments and institutes, and the cadres of the teaching office are directly responsible for the teaching quality, and they should do their jobs seriously and take up their responsibilities effectively.

3. Leaders at all levels should often go deep into the front line of teaching to understand the situation, grasp the situation, find problems and solve them. Adhere to and improve the system of attending classes by the leaders at the college level and the leaders of the departments and institutes, and establish the examination room inspection system of the college leaders. The administrative departments and laboratories of the college should change their mindsets, improve their work style and establish the idea of serving teaching.

II. Strengthen the team construction of teachers

1. Strengthen the construction of teacher morality and style. The construction of teachers' ethics and style is related to the construction of our college style and college spirit. It should be mentioned in the important agenda of leaders at all levels. The hand of the party and administration of the college should personally participated, require teachers to devote their main energy to the cultivation of talents and teaching, to advocate dedication, loyalty, rigorous pragmatism and exemplary spirituality, and to prepare lessons and lesson plans carefully before classes. The Academic Affairs Office of the college provides a list of teachers' classes at the beginning of the school year. According to the list, the leaders of the college, departments and the teaching supervisory team of the college conduct spot checks of teachers' classes, carefully check the teachers' lesson plans and teaching progress plans, etc., and report the inspection results to the whole college. Teachers are encouraged to pay attention to teaching research, actively carry out teaching reform and constantly improve their academic and professional level.

2. Teachers of public basic courses, professional basic courses and professional courses under the age of 35 should have a master's degree or above or the title of lecturer. For young teachers who have not obtained a graduate degree, the college encourages them to obtain a degree through various channels and gives them a reduction of teaching workload.

3. Professors are strongly encouraged to go to the podium. In order to effectively strengthen the teaching staff in the first line of undergraduate teaching and ensure the quality of teaching, all professors (including researchers, the same below) and associate professors (including associate researchers, the same below) under the age of 55 in the teaching establishment of our college must teach undergraduate courses and teach at least one course for undergraduate students per academic year. For professors and associate professors in the scientific research establishment, they must undertake at least one undergraduate course within two years. If there is no special reason, professors and associate professors, regardless of teaching or research establishment, who refuse to obey the college's arrangement of teaching undergraduate courses for two consecutive years may no longer be appointed to the position of professor or associate professor. Every semester, professors and associate professors are arranged to give special lectures to new students and graduates.

4. Take teaching quality as an important criterion for teachers' evaluation. In the evaluation and appointment of teachers' posts, a one veto system of teaching assessment is implemented. For teachers with poor teaching effect and strong negative response from students, the Office of Academic Affairs can suspend or cancel their teaching qualifications  after investigation and reporting to the dean in charge for approval, and change teachers in time.

III. Establishing a system for selecting teaching materials, introduce and use advanced teaching materials

1. The selection of teaching materials has a direct impact on the training objectives of talents. Therefore, the curriculum of our college should strictly implement the regulations on the selection of teaching materials.

2. The selected textbooks must be published within the last three years. If the selected textbooks are published beyond the last three years, they must be approved by the college before they can be used.

IV. Deepening the reform of teaching methods and means

1. The college actively advocates bilingual teaching of basic and specialized courses. For the cases that are not qualified for the time being, foreign language teaching materials and Chinese teaching methods can be used first. After three years, bilingual teaching in our college will reach 15-20% of the courses offered.

2. Teachers are encouraged to use multimedia teaching. Strive to use multimedia to teach more than 30% of the compulsory courses in three years.

V. Pay attention to practical teaching, cultivate students' innovative spirit and improve their practical ability

1. Ensure the opening rate of experimental courses to meet the excellent standard of undergraduate teaching evaluation. Reform the organization, content and methods of experimental teaching, and strive to make the proportion of comprehensive and design experiments in the experimental courses reaches 80% within three years. Strengthen the construction of on-campus internship bases, strive to stabilize off-campus internship bases, strengthen extensive cooperation with enterprises, and constantly explore ways of combining production, learning and research to cultivate talents. Strictly control the quality of undergraduate graduation design (thesis) to ensure the quality of graduates.

2. Actively encourage and guide students to carry out various forms of innovative activities, and create an innovative atmosphere that focuses on basic education, advocates critical and scientific spirits, and has a loose environment and active thinking. Take effective measures to actively promote quality education and innovation projects.

VI. Effectively strengthen the construction of study style

Strictly implement the regulations on academic registration. Strict examination management and serious examination discipline. Invigilator teachers are required to strictly implement the "Examination Regulations of Chongqing University" and the "Rules for the Implementation of Undergraduate Examination Regulations" formulated by our college. The teaching and research sections of basic courses and general courses are required to conduct statistical analysis of the examination results in a timely manner within one week after the final examinations, so as to truly reflect the learning condition of students and the teaching effect of teachers.

VII. Strengthen teaching management, establish and promote teaching quality monitoring and assurance system

1. Leaders at all levels of the college should strengthen the inspection and evaluation of the front-line teaching work. Give full play to the positive role of the college teaching supervision team in monitoring undergraduate teaching quality. All departments and institutes are required to closely cooperate with the teaching supervision group of the college to effectively strengthen the construction of teaching style and learning style.

2. Seriously study and establish the quality evaluation index system, and strengthen the discussion and research on the rationality and effectiveness of undergraduate teaching quality monitoring means and evaluation methods.
